Mr. Luongo is the President of the Partnership for Global Security.
Prior to this position, Mr. Luongo served as the Senior Advisor to the Secretary of Energy for Nonproliferation Policy and the Director of the Office of Arms Control and Nonproliferation at the U.S. Department of Energy. In addition, Mr. Luongo served as the Director of the Department of Energy's North Korea Task Force and as Director of the Russia and Newly Independent States Nuclear Material Security Task Force.
He previously served as a staff member in the U.S. Congress in the following positions:
Subcommittee Professional Staff Member on the House Armed Services Committee; Legislative Assistant for National Defense and International Security and designee to the Senate Armed Services Committee for Senator Carl Levin (D-MI); and Legislative Assistant for National Security and Foreign Policy and designee to the Senate Defense Appropriations Subcommittee for Senator William Proxmire (D-WI).
Before joining the Department of Energy, Mr. Luongo served as the Senior Washington Representative for Arms Control and International Security with the Union of Concerned Scientists.
Prior to his work in the Congress, Mr. Luongo served as the Senior Program Associate with the Program on Science, Arms Control, and National Security of the American Association for the Advancement of Science.
Mr. Luongo also has held appointments as a Senior Visiting Fellow and as a Visiting Research Collaborator with Princeton University's Program on Science and Global Security. He is also the author of numerous articles on arms control and international security issues and co-editor of The Search for Security in Space.
Mr. Luongo received his B.S. in Journalism from the School of Public Communication of Boston University, and holds an M.A. in International Affairs from the School of International Service of the American University.

Raphael Della Ratta is senior project manager for the Partnership for Global Security’s (PGS) Biological Proliferation Prevention Project and the Weapons of Mass Destruction Expertise Redirection Project. In this capacity he is responsible for tracking the range of government programs and non-governmental initiatives aimed at reducing the threat posed by the accidental or intentional misapplication of the life sciences, as well as efforts to provide peaceful employment opportunities for nuclear, chemical, and biological weapons scientists, engineers, and production workers around the world.
Prior to joining PGS, Mr. Della Ratta spent four years with Exchange/Monitor Publications, where he was responsible for two specialized newsletters: the Nuclear Weapons and Materials Monitor, and the Chem-Bio Weapons and Defense Monitor. As managing editor of these publications, Mr. Della Ratta reported on a range of issues associated with nuclear, chemical, and biological weapons, weapons demilitarization technologies, and policy initiatives to address the threat posed by these weapons.
Mr. Della Ratta earned his M.A. in English Literature from the Catholic University of America in 1994. He also earned a B.A. in English Literature and Philosophy in 1992 from Mount Saint Mary's College, in Emmitsburg, Maryland. |

Mrs. Cann is a research analyst at the Partnership for Global Security (PGS). Her primary research activities focus on tracking and analyzing the budgets of U.S. international weapons of mass destruction security programs, the evolution of fissile material security policies, and the impacts of globalization on nuclear nonproliferation. Mrs. Cann has been with PGS since graduating from Drexel University in 2007. She is currently earning a graduate degree in international science and technology policy from the Elliott School of International Affairs at the George Washington University.

Margaret Balza manages the Obama Nonproliferation Tracker located on the Partnership for Global Security (PGS) homepage, and conducts other nuclear security and nuclear energy research for PGS. She graduated from the University of Wisconsin-Madison with a B.A. in Political Science. Currently, she is pursuing a M.A. in Security Policy and a Certificate in Russian Language at the George Washington University. |

Pia Ulrich is the Nuclear Nonproliferation Research Assistant for the Partnership for Global Security (PGS), and edits PGS’ bi-weekly newsletter, Nuclear News. Currently, she studies at the Elliott School of International Affairs at the George Washington University, pursuing a M.A. in Security Policy Studies with a specialization in Weapons of Mass Destruction, and Transnational Security. Pia holds a law degree from the University of Osnabrueck in Germany, where she specialized in international and European law. Previously, she has worked for the European Legal Studies Institute in Osnabrueck, Germany. |

Isadora ('Izzi') Blachman-Biatch is the Biological Proliferation Prevention Research Assistant for the Partnership for Global Security (PGS). She received both her Master’s in International Relations and her Bachelor’s in Political Science from the University of Chicago in June of 2011 and was awarded honors in both. After graduating, she had a fellowship with VERTIC, in London and then interned with the Democratic National Committee’s Women’s Leadership Forum, Political Department, Democratic Congressional Campaign Committee's Association of State Democratic Chairs and Voter Protection Department. She has previously interned with the Center for a New American Security. |
